The Fourth Section  "The State Of Türkmen"


Everyone has the right of free movement and the right to choose his place of residence within Türkmenistan.

Women and men, upon attaining the age of marriage, have the right to marry and to create a family by mutual consent. Spouses have equal rights in family relations.

Parents or legal guardians have the right and obligation to raise their children, care for their health, development and education, prepare them for life, and to instill respect for laws and historical and national traditions in them. Adult children are obliged to render their parents assistance.

Each citizen has the right to participate in managing the affairs of society and the state, directly and through his or her freely elected representatives.

Citizens have the right to elect and to be elected to bodies of state government.

The citizens of Türkmenistan in accordance with their capabilities and professional training have equal right of access to the civil service.

All citizens have the right to work, to select at their own discretion a profession, type of employment, and place of work, and to healthy and safe working conditions. Forced labor shall be forbidden, except in cases established by law.

Persons who work for hire have the right to payment corresponding to the amount and quality of their work. This compensation shall not be less than the established minimum wage.

Workers have the right to rest and leisure. For persons who work for hire, this right shall be reflected in the
