said, “The ruler who does not punish the criminal and thief strikes his own caravan and people with his own hands.” If a ruler does punish crime, he gains absolute legitimacy.

A STORY

Anuºirwan Adyl, died as an infidel. A man from the community saw him in dream living a very good life and asked him:

How did you manage to reach such a rank?

Anuºirwan Adyl replied:

I had no mercy on criminals and I never offended the innocent!

If a man treated with kindness by another man feels indebted to him and respects him and replies cordially to him, he is one who respects justice and equity. Truly, the fame and the reputation of rulers originate in their armies and states. If there is no army and state, there is no governance. For this reason the importance of army, state and land should be known and appreciated. Those who have no such respect are merciless.

Giving power and authority to cruel people, even after they have been punished, is like setting a wolf as shepherd after it has taken an oath to be kind. Theft, criminality and wickedness are intolerable. Killing a man whose tyranny is clear is better than sending him into exile. Putting a snake from your house into your neighbour’s house is not legitimate.

When a ruler gets angry, he should not be hasty because a living thing can be killed, but the dead cannot be brought back to life. A thing which has been mended can never be as strong as it was, but the undamaged can be broken easily.
